Israel says there must be a peace agreement with Palestine before there can be consideration given to any RoR.
Think about ….
Under the most basic Right of Return required of any state, a) the country of return has right of final veto on individuals and; b) those accepted are all required to agree to live in peace. They would then become; c) Israeli citizens! d) They would not be citizens of the Palestine with whom Israel has the peace agreement!
Furthermore, it is an individual right to decide to return or accept compensation. The PA/PLO/an Independent State of Palestine can only legally argue that RoR be respected on behalf of the individuals concerned. Any agreement curtailing those rights could set a ghastly precedent which could effect all RoR for all refugees and the right to self determination.
BTW This is the definition of a refugee used in UNGA Res 194. Interesting reading! It included Jewish refugees at the time.

Israel was and still is Internationally recognized only as the Israeli Government asked to be recognized

Problem with your theory (Hasbara), is there was Jewish provocation: in the weeks leading up to 15th May 1948 Jewish forces under Plan Dalet were already outside the territory slated for the Jewish state. They were busy razing villages, homes, farms, dispossessing non-Jews. Uh? 1948-49 Egypt prevented Israel from taking all of the Gaza region and Jordan prevented Israel from taking all of what was officially renamed the West Bank.

for all the jewish hating immoral people out in cyberspace,get one thing straight.God annexed the land of ISRAEL and he will see to it they keep it.in the near future Israel led by GOD will wipe out lebanon,syria,jordan egypt all the way to the euphrates river.never in history has there been a palestine (a name the british came up with).in the very near future GOD is going to take care of the arab thugs who MURDER jews on a daily basis.you just might want to see who you are really rooting for.your team has already lost
